It always depends where you start and in which enviroment. For a foreigner a city can be easier cause of a lot of other expats and a international enviroment. At the other side it can be lonely and isolating if you can find the right connections to the people, neigbourhood or colleauges.
The same way a village can seem as lonely or cheerful if you have a small caring enviroment. There is no general good or bad but one is elementary. The need and the will to talk the common language. That is the key to the people. Especially in Germany where not everyone is talking in english. Not to say fluently.
